Vulnerable Road User


Road users who have comparatively low levels of crash protection and therefore have a higher risk of being injured or killed in a road crash, and consequently experience higher casualty and fatality rates per mile travelled.

VRUs are typically considered to include pedestrians, cyclists, motorcyclists, and horse riders. As the use of e-scooters increases, riders of these devices may also be considered as VRUs. Within the main groups of  VRUs, subsets with specific characteristics or needs may be identified and considered such as: those with disabilities or reduced mobility such as wheelchair or mobility device users or people with prams.
